Defy bandh call: DM

ITANAGAR, Jun 20: The Capital Complex District Magistrate has requested the Arunachal Pradesh Chamber of Commerce, all the Market Welfare  Committees, Petrol Depots Association, Banking community within Capital Complex area to carry out their routine business as usual on June 26 next, so that bandh callers are discouraged and the routine life of common man is not disrupted.

Referring to 12 hours Capital Bandh  proposed jointly by two organizations, the Capital district magistrate Pige Ligu also appealed to all the transporters to ply their vehicles as usual to ensure public convenience. The police officials have also been directed to take all security measures to  ensure the  safety of life and property of citizens  during bandh.

 

Appeal to call off bandh

ITANAGAR, Jun 20: The State Council for IT and e-Governance Employees Welfare Association today urged  All Arunachal Pradesh Youth Forum and the Arunachal Pradesh Students Organisation to call off the proposed bandh on June 26. It said  the illegal appointments  in IT department as alleged by the  two organizations was ‘misinformed’. The department had announced walk-in interviews for the posts and  also  advertised the posts in the state’s web portal www. arunachalpradesh.gov.in and also in the department’s website www.apdit.in, the association said.

 

Assembly Day

NAHARLAGAN, Jun 20: State Legislative Assembly is going to celebrate the first Assembly Day on August 7 this year to commemorate the introduction of Legislative Assembly in Arunachal Pradesh on August 7, 1975, informed Speaker Wanglin Lowangdong on Thursday during a co-ordination meeting in his office chamber.

The Speaker informed that several events including speeches, games and sports and cultural programmes are being chalked out to mark the occasion. Apart from these, a souvenir will also be released on the occasion besides putting up a photo exhibition of past and present legislators of the state.

Besides officers of the State Legislative Assembly, Mamta Riba, Director, Art and Culture, D.K. Dinglow, Director, Sports and Youth Affairs and Deputy Director IPR Obang Tayeng attended the meeting and offered their suggestions as to how the Assembly Day can be befittingly celebrated.

The Speaker requested the officers of the three departments to help the organizing committee by providing their inputs and other required support for successful organization of the programme.

 

State BJP to observe Jail Bharo

ITANAGAR, Jun 20: The state Bharatiya Janata Party (BJP) is going to participate in the nation-wide Jail Bharo Andolan and organize the same at state Capital on June 25 against alleged corruption, soaring prices of essential commodities, weak-kneed policies on internal and  national  security and alleged misuse of CBI by the Congress led Central Govt. Decision to this effect  was taken  in a party meeting chaired by State BJP president Tai Tagak  here today.

The meeting also decided to raise alleged multi-crore scams taking place in various departments of Arunachal Pradesh like Hydro-power, coal etc. The meeting concluded with two minutes silence paying condolences to those who died in the various parts of the country due to  landslides and heavy floods and  for Wangnia Pongte, former  minister and Kapu Tajam, a youth.

 

SA and SAMCO Aaste in the final

Naharlagun, Jun 20:- In other semi-final matches of the Dree Festival Football Tournament, SAMCO Aaste(SA) and Service-XI both booked their place in the final by defeating their opponents respectively played here today at RG stadium.In the junior category, it was an easy ride for (SA) who demolished ASUCCI by the score of 11-0. (SA) dominated the match from the word go, Tage Tath of (SA) destroyed ASUCCI by scoring as much as 7 goals in the match. With this he becomes the highest scorer of the tournament with total of 9 goals to his credit. Chiging Joy of (SA) was declared man of the match. In the final (SA) will meet the defending champion Michi United FC on Saturday, which promises to be a cracker.

In the senior category, the defending champion Service-XI reached final by defeating Itanagar FC with the score of 4-2 in their favour.IFC gave tough fight to their opponent but could not handle the pressure and gave away the match by conceding some silly goals. Ligang Opo of Service-XI also became the highest scorer in the senior category by scoring a brace in the match and has a total of 6 goals. Earlier the match was attended by G.Doke, Secretary General, Arunachal Olympic Association cum APFA and encouraged the players.  

 

Free Medical Camp

ITANAGAR, Jun 20: Under the Civic Action programme a free medical camp cum health check-up was organized by 36 Bn C.R.P.F. at Lomsum Village (Longding) for the general public.

People from  Lumsome, Chanu, Uchako, Vanu, Namding village and Civil Colony Kanubari  Road attended the camp for free health check up, ECG, blood pressure, sugar, malaria test.  Free medicines were given to the patients.  

 Large number of public benefited from this Medical Camp which was conducted with co-ordination of  District  Administration and 4th Rajput Rifle. BC Sharma,  Commandant 36 Bn informed that 36 BN, C.R.P.F. alongwith Distt. Administration are identifying the villages and conducting such kind of programme in different parts of Tirap  and Longding District where  District hospital & PHC are not available.

Dr. A. K. Bharti , SMO 36 Bn informed that total 238 people has  been benefited from the Medical Camp including 122 children, 71 Female  and 45 Male.

 

Orgs seeks clear policy on eviction drive

ITANAGAR, Jun 20: All Nyishi Youth Association, Capital Complex Unit (ANYACCU) and Arunachal Construction Workers Union (ACWU) in a joint meeting held here on Monday last discussed various problems in the Capital Complex and the state as a whole.

After discussion threadbare on the traffic chaos in Capital Complex, broadening works of NH-52-A  and  subsequent eviction drive along the National  highway, the members present in the meeting  observed that  the Capital  roads, particularly the NH 52A wore a new and beautiful looks after a series of eviction drive and widening activities few months ago. But the eviction drive was kept in hold by the administration for the reason best known to them. This has resulted in more traffic jam and added owes to the common people, the organizations said.  

Further, the ANYACCU and ACWU alleged that the eviction drive was carried out  against the layman’s buildings and establishments. “What worried us most is that only the layman’s buildings were evicted after serving a short notice, whereas VIP buildings were left untouched,” the organizations said and questioned “Do the poor man’s buildings  only added to the traffic owe in the capital complex?”

The organizations urged the state Govt. as well as the local administration to come out with ‘white paper’ on the existing policy of the government over the eviction drive which was carried out earlier or else, it threatens to carry out ‘a series of civil movement against the injustice meted out to the common people.’

 

ABVP conducts training camp

ITANAGAR, Jun 20: First ever state training camp of Akhil Bharatiya Vidyarthi Parishad (ABVP) was inaugurated by Jallley Sonam. Chairman APB & OCWWB at DNGC Itanagar on June 19 last.

Speaking on the occasion Sonam stated that every student should be responsible citizen. Being citizens of today the student community is expected to involve in all national and social activities, he said.

He further appreciated ABVP for organizing various programs and service projects to instill patriotism and sense of social responsibilities in student. Posting of subject teachers urged

ITANAGAR, Jun 20: Reiterating on the non-availability of subject teachers in Govt. Hr Secondary School, Muri Mugli, the Pate Anchal Samiti Block ZPM Lampop Laa has urged the education commissioner on to immediately transfer subject teachers in the school.

In a letter addressed to the commissioner, the ZPM informed that since the school was upgraded in the year 2010, no session of Class X and XII ever took place in the school because of the non-posting of subject teachers.

Till now no JT and ST have ever been posted in the school and the school is being run by only few of the SSA teachers.

 

Bandh supported

ITANAGAR, Jun 20: The Arunachal Pradesh Democratic Youth Association (APDYA) has agreed upon to support the 12 hours Capital bandh on June 26 next by All Arunachal Pradesh Youth Forum (AAPYF) and Arunachal Pradesh Students’ Organization (APSO) in its protest against govt’s failure to fulfill their demand.

 

Sensitization cum orientating prog on IWMP

ITANAGAR, Jun 20: A two days sensitization, orientation cum training programme on IWMP (Integrated Watershed Management Programme) was conducted at Bordumsa under IWMP -I project on June 19 and 20 under the aegis of DRDA Changlang for the PIA, WDT, SHGS, and user groups.

Earlier, the ADC Bordumdsa Kento Riba while inaugurating the training programme exhorted for smooth and successful implementation of project as per norms laid down in the guidelines.

The deputy director SIRD Itanagar V. K. Sharma imparted the training as the resource person. Hengo Basar, the PD  DRDA and   other officers highlighted on the practical implementation aspects of the project.

On the 1st day there was theoretical training at Panchayat hall Bordumsa where the aspects of guidelines were dwelt in details. The second day training was held in the project sites located in the villages, There was an interactive session with all the watershed committee members, SHGs, the user groups, the panchayat members of those villages concerned.

 

Education Commissioner inspects school

ITANAGAR, Jun 20: Commissioner, Education, CB Kumar and Director of School Education Bodong Yirang inspected two schools in Capital Complex today.

Expressing concern over the conduct of classes, teaching process, teaching staff’s punctuality, Mid Day Meal implementation programme and cleanliness, the commissioner directed the education authorities in the directorate as well as in the districts to visit schools on regular basis and furnish inspection reports for appropriate action.

He further cautioned the teachings staffs and the education authorities that no slackness will be tolerated and tough action will be taken against the erring officials.

Expressing similar concern, director school education Bodong Yirang also directed all the concerned school authorities to begin the academic session on the scheduled time.

 

Org demands enquiry

ITANAGAR, Jun 20: Claiming that Kurung Kumey SP failed to take action against a woman who was involved in the vandalism of Koloriang police station cum judicial lock up, the All Kurung Kumey District Youth Organization (AKKDYO) has demanded IGP (Central) to direct immediate enquiry against the SP.

In a complaint letter to the IGP (Central), the organization alleged that the SP, despite of the presence of witness and concrete proof to book the culprit, did not take any action against the culprit.

The org while seeking action against the woman involved in the vandalism warned of going ahead with democratic movement if the demand is not fulfilled.

 

Vocational training for adolescent girls

ITANAGAR, Jun 20: Altogether 21 adolescent girls are undergoing a three months vocational training under the scheme, Rajiv Gandhi Scheme Empowerment of Adolescent Girls (RGSEAG) SABLA at Jan Shikshan Sansthan, Oju Welfare Association, Naharlagun.

Organized by Naharlagun Urban ICDS project, the training is aimed at empowering and self development of adolescent girls.

CAG official alleges harassment by Capital police

SP assures action

ITANAGAR, Jun 20: The allegation of abusive behaviour against capital police has come to the fore. JP Srivathsa, senior administrative officer, Comptroller and Auditor general (CAG) of India, New Delhi office has written to superintendent of police capital complex complaining about high handedness he suffered at the hands of capital police.

As per statement of Srivathsa on 19th June the Accountant General had made arrangements to pick him up from Guwahati Airport on his arrival from New Delhi. As the vehicle sent by the AG developed some mechanical problem, an alternate vehicle was arranged from Guwahati and he departed at about 3.45 pm along with one Sr. Audit Officer from the office of the AG who was deputed to receive and escort him to Itanagar. They reached Itanagar around 12.30 am (midnight) on 20th June. While driving towards the hotel where arrangement for his stay was made, a Police Picket near Bank Tinali stopped their vehicle (around 12.30 am). Two or three out of five police personnel (all in fatigues) stationed there approached their car and asked them to open and show the contents of luggage. From the very outset, their attitude was intimidating Srivathsa alleged.

“It seemed that the primary motive of the police personnel was to harass us with motives known only to them, as we were travelling at that time of the night. I duly complied with their order and started to take out the contents of my baggage for inspection. I also produced and showed them my Identity Card issued by the Home Ministry, Government of India, and asked the police personnel to consider the fact that I was a responsible officer of the Government of India. Two of the police personnel then became more abusive, and one of them tried to snatch the keys of the car,” alleged Srivathsa. He continued, “At that point, I got out of car and asked them to prove their identity. They were then joined by the others and started to threaten me of dire consequences. Then, without any provocation, one of them slapped me twice. This may have been out of sheer frustration.   The police personnel told me that they could even strip and check me if they wanted to, and that they do not even spare Ministers. They continued with choicest of abuses and also threatened to take me to the Police Station and charge me.”

“This sort of behaviour is unbecoming of a public servant and strict deterrent action needs to be taken. If this is the treatment meted out by the upholders of the law to Central Government Officers with proper documents (Identity Card, etc;.), one can well imagine what would be the fate of ordinary citizens who travel to Itanagar and other places in Arunachal Pradesh,” opined Srivathsa.

When contacted SP Capital Surender Kumar assured to look into the matter and said appropriate action will be taken against erring cops. However he appealed to the citizens to cooperate with police during especially during night checking.

 

 

Ruksin, Geku crying for full-fledged BDO

RUKSIN, Jun 20: Non-establishment of a full-fledged office for Block Development Officer (BDO) in Ruksin Community Development (CD) Block and insufficient staff in the department is causing a concern among the villagers and the PRI leaders as well.

The senior citizens of Ruksin area have resented that the successive state government are not paying any attention for the development of Ruksin area, which is located at a vulnerable area bordering Assam.

It is alleged that the authority, despite of repeated appeals made by the local people has not yet sanctioned “Head of office” for CD block at Ruksin, which is reportedly hampering the rural development activities.

In fact, the state government needs to move the Union Ministry of Rural Development for approval of full-fledged BDO in Ruksin, which is reportedly not progressing so far. The rural development activities of the block are looking after by an EAC (as i/c). At present, the Extension Officer (Rural Engineer) is running the office with limited number staff.

“Our PRI leaders repeatedly moved the state government for taking initiative for establishment of a full-fledged BDO at Ruksin. The government had a plan to create as many as 48 posts of BDOs in the state and set up equal number of BDO office in different districts, but the state government’s initiative yet to yield any positive outcome”, said Ruksin block ZPM Tonggeng Panyang, who has retained the seat in the block for second time.

Official sources informed that an amount of fund was sanctioned under Bharat Nirman Rajiv Gandhi Sewa Kendra programme for construction of an office building at Ruksin headquarter in 2011-12 financial year. The RCC building construction worth Rs 21.875 lakh and meant for BDO’s office was completed in time, but it is yet to be opened. The office rooms are yet to be equipped with necessary furniture and its premise is still lying exposed without erection of fencing.

Same condition has been reported from Geku CD block in Upper Siang district. Geku CD bock falls under Mariyang sub-division was set up during former Mukut Mithi led government. But the local people yet to see a full-fledged BDO office in the vast area.

The people here are expecting bold initiative from Nabam Tuki led state government for early establishment of a full-fledged BDO office.

 

 

Ex-IPR director’s wife passes away

HARMUTI, Jun 20: Sumitra Deb, wife of former IPR & printing director Supriyo Deb, died at her residence here around 11.30 pm Wednesday.

She was 60, and is survived by her husband.

Friends and well wishers arrived here since morning to pay last respects to the departed soul while many joined in her last journey to the Lauk Samashan ghat in Assam where her mortal remains were consigned to flames.

While many IPR staff had rushed here late Wednesday night to be with the bereaved Deb, the staff of IPR and printing directorates including IPR director CM Longphong, IPR assistant director Heri Maring, Arunachal Press Club adviser Pradeep Kumar and the staff of North East Live (Deb is Itanagar bureau chief of the proposed news channel)  had rushed to Laluk.

She had joined the GoAP in November 1979 and served NERIST on deputation before being appointed as PA to director, promoted as PS before being elevated to section officer (training & placement). Though she took voluntary retirement in 2010 but she was adored by one and all because of her loving nature.

Lok Sabha member Takam Sanjoy with whom Deb had worked closely as IPR director, expressed deep shock at her untimely passing away. He conveyed his condolence to the bereaved family and prayed for the eternal peace of the departed soul.

Arunachal Pradesh Union of Working Journalists and Arunachal Press Club, on behalf of the press fraternity of the state, also conveyed condolences to the bereaved family and prayed for the eternal peace of the departed soul.

The NERIST fraternity also mourned Deb’s demise and expressed condolence to the bereaved family. Recalling her as a dynamic and promising employee of the institute, the institute in a message said her sincerity and devotion to duty would be remembered by one and all.

 

 

KKYF clarifies

ITANAGAR, Jun 20: While referring to the recent Ziro incident which led to the death of a youth, the Kapu-Kabak Youth Foundation (KKYF) today clarified that it has no intention to evoke any communal feeling in the incident at Ziro.

In a clarification, the Foundation also appealed other communities/organizations concerned to refrain from making any irresponsible statements in any medium  without consulting them which may spread baseless rumors.

“Our action was personal and was carried out only by us, the nearest kins of the young victim, which was born out of our grief and anger towards the individuals who ganged up and perpetrated the heinous crime at the very same place and to exhort the District Administration to nab and  bring to justice the real culprit who committed the crime and to not distort the facts of crime to save the actual culprit irrespective of the tribe he may belong to,” the foundation said.  

The Foundation further said “We had not requested NES, ANSU or Apatani Cultural and Literary Society to come as we had no intention of bloating the matter to larger proportion and neither did they meet us and the bereaved family to share or enquire about our grief and sentiments. They only met with the District Administration and their conclusion of any communal bearing in the incident may be their own presumption but we had categorically stated that our action was personal and only towards the perpetrators and with no intention of giving any communal shade.”

 

 

Deputy Commissioner inspected schools

ROING, Jun 20: Lower Dibang Valley District Deputy Commissioner Shiv Kumar today inspected various Government Middle and Primary Schools in the District Headquarter.

During his inspection, he expressed dissatisfaction over the implementation of MDM Schools as some schools has not yet started MDM scheme since the re-opening of the new session and some did not provide MDM during the day citing non-availability of drinking water.

He directed the DDSE in-charge and Headmasters to ensure provision of MDM to the school children on daily basis within a week time and cautioned them to initiate disciplinary action. Expressing dissatisfaction on the late issue of free text books to the student, he also asked the Head Masters to place their requirement of text books immediately before the DDSE and distribute the text books in time during the start of session to all the schools of the district without delay. He further emphasized to distribute new books only so that the children get motivated with the books.   He also enquired about the placement of funds under Bank Accounts of School Management Committees in various schools and checked the teacher’s attendance as well.

Finding excess teachers in some schools of the district headquarter, he opined for rationalization of the teachers in the district as there are excess teachers in some schools of the district headquarter but shortage of teachers in other schools of the district especially in outpost schools. He asked the DDSE in-charge to submit list of the placement of teachers with their length of service in a particular school in order to rationalize the teacher’s posting in the district. He also interacted with the teachers and students during the inspection. He also asked the teachers to organize games and sports activities for the school children and keep the school campus need and tidy.

During his visit, the Deputy Commissioner also distributed footballs and volleyballs to the school headmasters for children.   These footballs and volleyballs with nets were purchased under untied fund of the district administration under the initiative of the Deputy Commissioner and distributed through the department of Youths & Sports Affairs, Govt of AP.

He further informed that Footballs and Volleyball with nets will be distributed to all Primary Schools, Middle Schools, Secondary Schools and Higher Secondary Schools of the district. Kalyani Namchoom, EAC, Abu Saring, DAEO incharge DDSE and Raju Mipi, DSO accompanied the Deputy Commissioner during his inspection. DIPRO

 

 

District Task Force meeting held

YINGKIONG: Jun 20:  Upper Siang District Task Force conducted its maiden meeting and discussed on Laboratory containment and Immunization yesterday under chairmanship of the Deputy Commissioner Liyon Borang at conference hall of DC office, Yingkiong.

While addressing the members, DC briefed about the objective of the meeting and suggested that an action plan be drawn in the district for safe handling and maximum containment of polio virus and other potentially infectious materials.

For effective immunization, he suggested to involve PRI members and NGOs for public mobilization and awareness in the villages. The officers of the health departments and its workers have to play pro-active role by marshaling up all available resources to complete the Special Immunization Week 2013 programme for reaching high risk asreas within the scheduled campaign period and achieve the total immunization of targeted groups, he added.

While stressing on laboratory containment of the wild polio virus, he suggested that listing of existing laboratories in the District be done immediately so that inspection and reporting on the bio-medical laboratories can be completed by the end of June 2013.

Dr. Kaling Dai, DMO, Yingkiong presented power point on laboratory containment and immunization. He emphasized on preparation of detailed micro planning and full vaccination of targeted children.

Where Generals Are Governors

Strategic consideration has always been one of the important parameters in framing the policy of the Government of India towards India’s North East. It is obvious. The region, Sikkim included, is strategically located, bordering many enemy countries; each of the States having ‘troubled’ history of its own.

Sikkim remained under Chogyal, the ruler until it became a part of India constitutionally in 1975.  Whether Sikkim voluntarily merged with India or was it forcefully annexed is an issue that still remains alive in the academic circle.

Tripura, being a princely state, did not have much problem in merging with India. Another princely state, Manipur, wished to remain independent. The State had its Constitution and elected legislature even before the constitution of India came into force. Activists have argued that the Maharaja Budhachandra Singh did not sign the Instrument of Merger out of his free will.  

On being told that the Maharaja of Manipur was not in the mood to sign the Agreement, the then Deputy Prime Minister and Home Minister, Sardar Ballabhai Patel, was reported to have said, “Isn’t there a brigadier in Shillong?” The term brigadier is used here with military overtone.

The Khasi rulers had not signed any Instrument of Merger, signing only the Instrument of Accession with a hope that the Government of India will provide special provisions for the protection of their culture and land rights, and their incorporation into the constitution. This was reiterated by the Grand Council of Chiefs of Meghalaya recently.

Nagaland as one of the federal units of India is a product of Naga Peoples Conventions. Naga National Council never endorsed the idea of statehood to Nagaland in 1963. Instead, the Council insisted on celebrating 14th August, 1947 as Naga Independence Day. NSCN, which split into NSCN (IM) and NSCN (K) in 1988, was formed by dissident members of NNC, who had rejected the Shillong Accord of 1975 as “sell-out”.  

The former Lushai Hills district of Assam, Mizoram was once ‘liberated’ by the cadres of Mizo National Front in the 60s. Political leadership in New Delhi got panicked and Aizawl was bombed heavily as if it was an enemy territory. After the Mizo Accord of 1986, however, the State becomes one of the most peaceful states in India. In the sideline of the main Accord, a secret agreement between MNF and Congress party paved the way for Laldenga, chief of MNF, to be the chief minister.

Constitutional position of Arunachal Pradesh, unlike other states in NE India, was reasonably different. It was considered to be a part of Assam constitutionally but remained under the direct control of the President of India. Indian parliament used to frame laws for the governance of the State, whereas routine administrative responsibilities were exercised by the Governor as an agent of the President.

Apart from security considerations, Nehru had in mind proselytizing activities of Christian missionaries that might ‘corrupt’ the innocent minds of the tribals. This has resulted in intense attempts of the Government of India to ‘nationalize’ this strategically significant border line territory. Thus, Nehru’s ‘guided policy’ remained in force for a considerable period of time.

Fortunately, in Arunachal Pradesh, we don’t get to notice any kind of divisive tendency being exhibited by individuals or organisations. It goes contrary to a popular perception (outsiders’) that some of the Arunachalis are pro-China. Except AAPSU’s off and on “lost brothers across the borders” statement, not any of the intellectuals of the state has expressed against Arunachal Pradesh merging as a part of India.

Unfortunately, however, government in New Delhi or its Intelligence agencies did not reciprocate in similar line. New Delhi seems to exhibit, what I often call as “1962 hangover”, always. It is learnt that students from the State find it difficult to get admission in any of the Centres/Institutes where Chinese language is taught because of either fear of or pressure from IB. Whenever we have seminar or talks anything connected to China, we are sure to have uninvited guests from the SIB. Appointment of ‘Man in Uniform’ as Governors, who is in the know of the security apparatus of the region, has raised many unanswered questions. It is intended either to create a parallel power centre (Sanjib Baruah calls it parallel political system) or, in case of Arunachal Pradesh, to put a check on ‘deviant behavior’ of the Council of Ministers.

Governors of Arunachal Pradesh- from retired generals to former RAW chief- have a special responsibility with regards to law and order problem in the State. Some of the opposition members of parliament raised objection to such special power. The then prime minister, Rajiv Gandhi, replying to the members of the House, expressed that this provision was necessary because of ‘very sensitive’ location of Arunachal Pradesh.

The Governor, in the discharge of his functions, “shall exercise his individual judgment as to the action to be taken” as per Article 371(H) of the Constitution. Article 371(A) provides similar power to the Governor of Nagaland.

We are made to understand that strategic consideration weighs more than political one in selecting Governor of Arunachal Pradesh. As such, the Raj Bhawan does not serve as an instrument of upsetting political equation in the State at the behest of political leadership in New Delhi.

General J.J. Singh was one of the Governors who stood for pro-people developmental schemes. His initiatives: Orchid Centre at Raj Bhawan, Bamboo Processing Centre, Green field at Kharsingsa, Motorable road to Vijoynagar, etc. It was through his effort that Arunachal Scouts battalion was formed. ‘Team Arunachal’ was a unique way of promoting pan-Arunachal identity for peace and development of the state.

“Popular leader is usually a weak leader”, quipped one of my colleagues. Young and old alike of Itanagar had high expectation from General Singh when the city was burning because of a political turmoil in October 2011. He did not act as expected. I, who reads Indian Constitution, thought for sure that he would invoke Article 371(H) of the Constitution.

In one of the previous articles the author was also critical of the First Lady of the State acting as judge in a beauty contest. Almost immediately after my article was published, I got a call from the Governor’s Secretariat. I was told that the beauty contest was official, sponsored by the Department of Tourism, but my position remained unchanged.

With the appointment of Lt. General Nirbhay Sharma as the new Governor of Arunachal Pradesh, expectations naturally run high. His tours of insurgency-affected districts have definitely been a morale booster for the people of these areas. Hope HE could gather sufficient information from the grounds. Not many speak out but the fact remains that many are forced to part with their part of legal income to illegal elements. Joypore-Deomali road remains the same since my school days.

Under the provisions of the Indian constitution, a chief minister is the head of a State government and the Governors, the constitutional heads of the State. Sure, the state government is constitutionally obliged to keep informed all its major decisions to the Governor. This is done through periodic meetings of the chief minister with the Governor. As a student of politics, I find it little odd when the Governor “reviews development, law and order situation” directly with the officers of the State government.

To me, a Governor is a Governor whether s/he is a general or bureaucrat or politician. What is important is the attitude of the political leadership and top bureaucrats sitting in cosy Blocks-North and South. Let’s go out of the ‘1962 hangover’. Or else, people of the State may seriously read Toni Hober’s article on the Mras of Upper Subansiri. Toni identifies modern Indian state as ‘colonial’ in his article.

Armed Forces Special Powers Act, which is in operation within 20 kilometers from the borders in certain districts of Arunachal Pradesh, is being equated with the Nuremberg Laws. The laws excluded German Jews from Reich citizenship and prohibited them from marrying or having sexual relations with persons of "German or related blood."  There are many voices against two separate laws - one for the North Easterners and another for rest of the countrymen. Number of refugees increasing

A United Nations report says that more people are refugees or internally displaced than at any time since 1994, with the crisis in Syria having emerged as a major new factor in global displacement. The annual Global Trends report, released by the UN High Commissioner for Refugees shows that as of the end of 2012, more than 45.2 million people were in situations of displacement compared to 42.5 million at the end of 2011.

This includes 15.4 million refugees, 937,000 asylum-seekers, and 28.8 million people forced to flee within the borders of their own countries. The report does not include the rise in those forced from their homes in Syria during the current year, UNHCR pointed out.

War remains the major cause for the displacement, the agency noted, adding that 55 per cent of all refugees listed in the report come from just five war-affected countries: Afghanistan, Somalia, Iraq, Syria and Sudan.

The report also charts major new displacement from Mali, in the Democratic Republic of the Congo (DRC), and from Sudan into South Sudan and Ethiopia.

The report notes that some 7.6 million people became newly displaced last year, 1.1 million as refugees and 6.5 million as internally displaced persons. This translates to a new refugee every 4.1 seconds.

AAPSU has lot to offer

Dear Editor,

Through your esteemed daily I would like to jot down a few lines for the welfare of our student community. First of all I would like to ask -Arunachal kiska hai?Do it belong to Adi's, Nyishis, Galo's, Apatani, Tagin, Khampti, Mishmi or Wanchos? No, it belongs to all of us, and this feeling of unity can do a lot of good for our state. Since Arunachal belongs to all of us so does the AAPSU. No single tribe or person have the right to mislead our apex student union. The present AAPSU leaders, instead of working for the student community are working for their own personal benefits under the influence of some political leaders. For AAPSU to function ideally, leaders should be elected from various districts and various tribes. Use of money and muscle power should be discouraged. Anyone rich or poor should b able to contest election without any discrimination of money, caste, tribe and power. Moreover one post each should b reserved for student unions of all the tribes.

Highway looters

Dear Editor,

This is in support of letter written by Mr Ramesh Jamo in your reader’s forum column. I would like to share some of my experience with Assam Police. Inspite of having all the relevant document, Assam police has taken few bucks from me with the following instances.

1. At Harmuty Sunday bazaar, I have been asked to produce pollution free certificate which is not required for new brand Euro-II car as per company norms.

2. At Laluk P.S, when I produce the entire required document, to my utter surprise, they say like we are not interested in your document, rather some money for Chai- Tamul.

3. At Dimapur road, they asked my Driver to produce no objection certificate from the vehicle owner which is never expected.

These few instances happened with me, might have been experience by every Arunachalee passing through Assam. Though Iam not a legal expert but what I felt, there must be a law where you can stop vehicle in the National highway. But targeting Arunachal Registration vehicle for petty things without proper direction from executive/ govt notification is totally illegal and against the interest of State/ Nation. The idea of setting-up of a police station on roadside/ anywhere is to help the people of their locality for maintaining law and order under their jurisdiction .My question is now, say! If every police station on roadside of Assam started stopping the Arunachal vehicle, we wouldn’t be able to catch our flight/train in scheduled time. So whom to blame? Hence it’s my sincere request to our state govt to look into this matter seriously and find a solution through your counterpart to stop this shameful act of Assam police.

Find out other alternative

Dear Editor,

Through your esteemed daily, we would like to highlight a dilemma that we are facing. As per the RTE 2009, the untrained in-service teachers have to produce B.ED or DIET certificate and those AT's who have not got 45% have to a produce a fresh CI-XII pass certificate with 45% or above. It is a very good step to improve the quality of education but there are many things which need attention 1. There are many teachers who are going to retire within 3-4 yrs without having B.ED or DIET certificate 2. Many lady teachers are busy with their household activities and little babies 3. There will be a rush for getting admission in B.ED or DIET course.

So, in these circumstances what will be the condition of some in-service teachers without having B.ED or DIET certificate? In this situation, there is every possibility that they may be victims of CMJ, University case.

Our earnest request to the department of education, AATA and CoSAAP to make other alternative for the convenience of in-service teachers. Like 1. The Teachers who are going to retire within 3-4 yrs should be exempted as they have enough knowledge and training during the course of their service 2. Those teachers who want promotion in future should be given chance to do B.ED or DIET course 3. Lady teachers should be given more time to pursue B.ED or DIET course 4. Last but not the least, if possible those teachers already in service should be exempted.

State media needs to be pro-active

Dear Editor,

Through your esteemed daily I would like to appreciate the letter sent by N. Tato published in today’s edition of your daily under the headline Arunachal Media is biased. He has rightly pointed out that lot of such incidence in various parts of the state go unreported. I would say, leave the other parts even such incidents inside capital complex are ignored. Every day in the market we encounter young boys and people looting poor shopkeepers and hoteliers. Sometimes they go away without paying bill of petrol. They select branded clothes, accessories and pay the bill on their own will. Who will compensate their losses? Even many govt. employees are manhandled, ugly comments passed upon them in front of their families. Teachers/lecturers are joked upon and bullied etc but who cares. Moreover many press releases and letters sent by the common man against corrupted leaders and powerful peoples are not published in the media. Since Tony Pertin is very rich and legal advisor to AAPSU they can solve d matter on their own and replacing new oil filler is no big deal for Mr Pertin.

Discrimination against own students

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention of the VKV authorities regarding their admission process of class XI(Eleven).It is seen and observed that the school authorities are admitting those students only who secured CGPA of 9.0 in class X(10)or above for admission to class XI(eleven) which is next to impossible for every tribal student. Most of the tribal students are first generation learners and expecting them to score such high mark is injustice to the children. The school authorities are admitting the best of the best students and earn easy name and fame from the already talented students. If they are really concerned for the future of students, why they refuses to admit their own students who could not secure CGPA of 9.0 or above. The abandoned students were also brought up by them. Their refusal to admit their own students also curtail the educational rights of the children. It is like parents who abandon and refuse accept their own children after the child is handicapped or paralyzed. In this regard I would like to ask a few questions to the VKV authorities.(1)Who is responsible for the low marks of the student?(2)If all the educational institutions select only the best students like the VKV authorities have done, then where will the students who secure CGPA of less than 9.0 study?

(3)Can you suggest any educational institution who are ready to admit the students abandoned by the school? (4)If anyhow admitted in a private institution, who will bear the exorbitant fee charged by the private institution?

(5)Is there is any provision or compensation from the school for the abandoned students?

The one thing which is very clear is that the ego of the school authorities has created economic imbalance for the poor parents and made the private institutions richer within a fortnight. So, I appeal to the student organizations like AAPSU that if they are really concerned for the students' welfare, then raise the matter with the concerned authorities as well as at the Govt. level so that the future of the students are not hampered.

Worrying situation

Dear Editor,

Through your esteemed daily the East Kameng Social Welfare and Cultural Organization (EKSWCO) would like to express its deep concern over the rigorous campaign that are taking place for the election of General Secretary and assistant general secretary, Govt. Higher Secondary School Seppa. The students are putting up campaign camps in various places wherein the voters are being lured with cash and kinds. Though the district administration had issued prohibitory order basing on the Govt. Order Vide No.COL-02/84 Dtd 10th April 1996 in which such kind of elections in school level had been banned. Moreover on 12th May 2012, All Teachers Association East Kameng District Unit (ATAEKDU) and All East Kameng Student Union (AEKSU) along with EKSWCO unanimously passed a resolution to strictly abide by the govt. ban order on election of student union in school levels of East Kameng Distrcit. But now the students are hell bent to violate the orders.

The student election this year become more so important due to incoming ANSU election/conference which is to be held in 2014. Because the delegates for ANSU conference/election from various schools are to be selected by the respective GS and AGS of the schools wherein they will also have the voting right, this makes them more eagerly craving for the said posts.

Therefore EKSWCO appeals NES, ANSU, AAPSU, all the intellectuals of the district and parents to discourage such system of politics in school level. And the students are asked to restrain and refrain themselves from such kind of politics in this level rather concentrate more in their studies. We also want to appeal the parents of contesting candidates to kindly guide their children and let them concentrate in education instead of politics.
