ITANAGAR, Jun 20: The Capital Complex District Magistrate has requested the Arunachal Pradesh Chamber of Commerce, all the Market Welfare Committees, Petrol Depots Association, Banking community within Capital Complex area to carry out their routine business as usual on June 26 next, so that bandh callers are discouraged and the routine life of common man is not disrupted.

Education Commissioner inspects school
ITANAGAR, Jun 20: Commissioner, Education, CB Kumar and Director of School Education Bodong Yirang inspected two schools in Capital Complex today.
Expressing concern over the conduct of classes, teaching process, teaching staff’s punctuality, Mid Day Meal implementation programme and cleanliness, the commissioner directed the education authorities in the directorate as well as in the districts to visit schools on regular basis and furnish inspection reports for appropriate action.
He further cautioned the teachings staffs and the education authorities that no slackness will be tolerated and tough action will be taken against the erring officials.
Expressing similar concern, director school education Bodong Yirang also directed all the concerned school authorities to begin the academic session on the scheduled time.

ITANAGAR, Jun 20: Claiming that Kurung Kumey SP failed to take action against a woman who was involved in the vandalism of Koloriang police station cum judicial lock up, the All Kurung Kumey District Youth Organization (AKKDYO) has demanded IGP (Central) to direct immediate enquiry against the SP.
In a complaint letter to the IGP (Central), the organization alleged that the SP, despite of the presence of witness and concrete proof to book the culprit, did not take any action against the culprit.

CAG official alleges harassment by Capital police

ITANAGAR, Jun 20: The allegation of abusive behaviour against capital police has come to the fore. JP Srivathsa, senior administrative officer, Comptroller and Auditor general (CAG) of India, New Delhi office has written to superintendent of police capital complex complaining about high handedness he suffered at the hands of capital police.
As per statement of Srivathsa on 19th June the Accountant General had made arrangements to pick him up from Guwahati Airport on his arrival from New Delhi. As the vehicle sent by the AG developed some mechanical problem, an alternate vehicle was arranged from Guwahati and he departed at about 3.45 pm along with one Sr. Audit Officer from the office of the AG who was deputed to receive and escort him to Itanagar. They reached Itanagar around 12.30 am (midnight) on 20th June. While driving towards the hotel where arrangement for his stay was made, a Police Picket near Bank Tinali stopped their vehicle (around 12.30 am). Two or three out of five police personnel (all in fatigues) stationed there approached their car and asked them to open and show the contents of luggage. From the very outset, their attitude was intimidating Srivathsa alleged.
“It seemed that the primary motive of the police personnel was to harass us with motives known only to them, as we were travelling at that time of the night. I duly complied with their order and started to take out the contents of my baggage for inspection. I also produced and showed them my Identity Card issued by the Home Ministry, Government of India, and asked the police personnel to consider the fact that I was a responsible officer of the Government of India. Two of the police personnel then became more abusive, and one of them tried to snatch the keys of the car,” alleged Srivathsa. He continued, “At that point, I got out of car and asked them to prove their identity. They were then joined by the others and started to threaten me of dire consequences. Then, without any provocation, one of them slapped me twice. This may have been out of sheer frustration. The police personnel told me that they could even strip and check me if they wanted to, and that they do not even spare Ministers. They continued with choicest of abuses and also threatened to take me to the Police Station and charge me.”
“This sort of behaviour is unbecoming of a public servant and strict deterrent action needs to be taken. If this is the treatment meted out by the upholders of the law to Central Government Officers with proper documents (Identity Card, etc;.), one can well imagine what would be the fate of ordinary citizens who travel to Itanagar and other places in Arunachal Pradesh,” opined Srivathsa.
When contacted SP Capital Surender Kumar assured to look into the matter and said appropriate action will be taken against erring cops. However he appealed to the citizens to cooperate with police during especially during night checking.

HARMUTI, Jun 20: Sumitra Deb, wife of former IPR & printing director Supriyo Deb, died at her residence here around 11.30 pm Wednesday.
She was 60, and is survived by her husband.
Friends and well wishers arrived here since morning to pay last respects to the departed soul while many joined in her last journey to the Lauk Samashan ghat in Assam where her mortal remains were consigned to flames.
While many IPR staff had rushed here late Wednesday night to be with the bereaved Deb, the staff of IPR and printing directorates including IPR director CM Longphong, IPR assistant director Heri Maring, Arunachal Press Club adviser Pradeep Kumar and the staff of North East Live (Deb is Itanagar bureau chief of the proposed news channel) had rushed to Laluk.
She had joined the GoAP in November 1979 and served NERIST on deputation before being appointed as PA to director, promoted as PS before being elevated to section officer (training & placement). Though she took voluntary retirement in 2010 but she was adored by one and all because of her loving nature.
Lok Sabha member Takam Sanjoy with whom Deb had worked closely as IPR director, expressed deep shock at her untimely passing away. He conveyed his condolence to the bereaved family and prayed for the eternal peace of the departed soul.
Arunachal Pradesh Union of Working Journalists and Arunachal Press Club, on behalf of the press fraternity of the state, also conveyed condolences to the bereaved family and prayed for the eternal peace of the departed soul.
The NERIST fraternity also mourned Deb’s demise and expressed condolence to the bereaved family. Recalling her as a dynamic and promising employee of the institute, the institute in a message said her sincerity and devotion to duty would be remembered by one and all.

Strategic consideration has always been one of the important parameters in framing the policy of the Government of India towards India’s North East. It is obvious. The region, Sikkim included, is strategically located, bordering many enemy countries; each of the States having ‘troubled’ history of its own.
Sikkim remained under Chogyal, the ruler until it became a part of India constitutionally in 1975. Whether Sikkim voluntarily merged with India or was it forcefully annexed is an issue that still remains alive in the academic circle.
Tripura, being a princely state, did not have much problem in merging with India. Another princely state, Manipur, wished to remain independent. The State had its Constitution and elected legislature even before the constitution of India came into force. Activists have argued that the Maharaja Budhachandra Singh did not sign the Instrument of Merger out of his free will.
On being told that the Maharaja of Manipur was not in the mood to sign the Agreement, the then Deputy Prime Minister and Home Minister, Sardar Ballabhai Patel, was reported to have said, “Isn’t there a brigadier in Shillong?” The term brigadier is used here with military overtone.
The Khasi rulers had not signed any Instrument of Merger, signing only the Instrument of Accession with a hope that the Government of India will provide special provisions for the protection of their culture and land rights, and their incorporation into the constitution. After the Mizo Accord of 1986, however, the State becomes one of the most peaceful states in India. In the sideline of the main Accord, a secret agreement between MNF and Congress party paved the way for Laldenga, chief of MNF, to be the chief minister.
Constitutional position of Arunachal Pradesh, unlike other states in NE India, was reasonably different. It was considered to be a part of Assam constitutionally but remained under the direct control of the President of India. Indian parliament used to frame laws for the governance of the State, whereas routine administrative responsibilities were exercised by the Governor as an agent of the President.
Apart from security considerations, Nehru had in mind proselytizing activities of Christian missionaries that might ‘corrupt’ the innocent minds of the tribals. This has resulted in intense attempts of the Government of India to ‘nationalize’ this strategically significant border line territory. Thus, Nehru’s ‘guided policy’ remained in force for a considerable period of time.

Unfortunately, however, government in New Delhi or its Intelligence agencies did not reciprocate in similar line. New Delhi seems to exhibit, what I often call as “1962 hangover”, always. It is learnt that students from the State find it difficult to get admission in any of the Centres/Institutes where Chinese language is taught because of either fear of or pressure from IB. Whenever we have seminar or talks anything connected to China, we are sure to have uninvited guests from the SIB. Appointment of ‘Man in Uniform’ as Governors, who is in the know of the security apparatus of the region, has raised many unanswered questions. It is intended either to create a parallel power centre (Sanjib Baruah calls it parallel political system) or, in case of Arunachal Pradesh, to put a check on ‘deviant behavior’ of the Council of Ministers.

The Governor, in the discharge of his functions, “shall exercise his individual judgment as to the action to be taken” as per Article 371(H) of the Constitution. Article 371(A) provides similar power to the Governor of Nagaland.
We are made to understand that strategic consideration weighs more than political one in selecting Governor of Arunachal Pradesh. As such, the Raj Bhawan does not serve as an instrument of upsetting political equation in the State at the behest of political leadership in New Delhi.

Through your esteemed daily I would like to appreciate the letter sent by N. Tato published in today’s edition of your daily under the headline Arunachal Media is biased. He has rightly pointed out that lot of such incidence in various parts of the state go unreported. I would say, leave the other parts even such incidents inside capital complex are ignored. Every day in the market we encounter young boys and people looting poor shopkeepers and hoteliers. Sometimes they go away without paying bill of petrol. They select branded clothes, accessories and pay the bill on their own will. Who will compensate their losses? Even many govt. employees are manhandled, ugly comments passed upon them in front of their families. Teachers/lecturers are joked upon and bullied etc but who cares. Moreover many press releases and letters sent by the common man against corrupted leaders and powerful peoples are not published in the media. Since Tony Pertin is very rich and legal advisor to AAPSU they can solve d matter on their own and replacing new oil filler is no big deal for Mr Pertin.

Discrimination against own students
Dear Editor,
Through your esteemed daily, I would like to draw the kind attention of the VKV authorities regarding their admission process of class XI(Eleven).It is seen and observed that the school authorities are admitting those students only who secured CGPA of 9.0 in class X(10)or above for admission to class XI(eleven) which is next to impossible for every tribal student. Most of the tribal students are first generation learners and expecting them to score such high mark is injustice to the children. The school authorities are admitting the best of the best students and earn easy name and fame from the already talented students. If they are really concerned for the future of students, why they refuses to admit their own students who could not secure CGPA of 9.0 or above. The abandoned students were also brought up by them. Their refusal to admit their own students also curtail the educational rights of the children. It is like parents who abandon and refuse accept their own children after the child is handicapped or paralyzed. In this regard I would like to ask a few questions to the VKV authorities.(1)Who is responsible for the low marks of the student?(2)If all the educational institutions select only the best students like the VKV authorities have done, then where will the students who secure CGPA of less than 9.0 study?
(3)Can you suggest any educational institution who are ready to admit the students abandoned by the school? (4)If anyhow admitted in a private institution, who will bear the exorbitant fee charged by the private institution?
(5)Is there is any provision or compensation from the school for the abandoned students?
The one thing which is very clear is that the ego of the school authorities has created economic imbalance for the poor parents and made the private institutions richer within a fortnight. So, I appeal to the student organizations like AAPSU that if they are really concerned for the students' welfare, then raise the matter with the concerned authorities as well as at the Govt. level so that the future of the students are not hampered.

Worrying situation
Dear Editor,
Through your esteemed daily the East Kameng Social Welfare and Cultural Organization
(EKSWCO) would like to express its deep concern over the rigorous campaign that are
taking place for the election of General Secretary and assistant general secretary,
Govt. Higher Secondary School Seppa. The students are putting up campaign camps in
various places wherein the voters are being lured with cash and kinds. Though the
district administration had issued prohibitory order basing on the Govt. Order Vide
No.COL-
The student election this year become more so important due to incoming ANSU election/conference which is to be held in 2014. Because the delegates for ANSU conference/election from various schools are to be selected by the respective GS and AGS of the schools wherein they will also have the voting right, this makes them more eagerly craving for the said posts.
Therefore EKSWCO appeals NES, ANSU, AAPSU, all the intellectuals of the district and parents to discourage such system of politics in school level. And the students are asked to restrain and refrain themselves from such kind of politics in this level rather concentrate more in their studies. We also want to appeal the parents of contesting candidates to kindly guide their children and let them concentrate in education instead of politics.
